Another way to visualize the effect of the effect of the sign of the exponent is to imagine moving the decimal point around. If the sign of the exponent is positive, move the decimal point to the right and add 0s at the end if needed. If the sign of the exponent is negative, move the decimal point to the left and add 0s between the decimal point and the mantissa.
